4. Mobile Device Usage

Driver distraction is a major cause of accidents, and strict rules apply to device usage.

• Prohibited Actions:
  Holding or using a mobile phone while driving—including texting, calling, or browsing—is illegal.

• Permitted Use:
  Hands-free systems may be used, but only if they do not divert the driver’s attention. Setting navigation or making calls must be done before the vehicle begins moving.

• Enforcement:
  Surveillance systems and roadside checks monitor compliance. Violations may result in fines and points on the driver’s record.
