1. Driver Licensing and Responsibility

To ensure that only qualified individuals operate vehicles, all drivers must hold a valid Novarkian Driving License issued after completing both theoretical and practical examinations.

• Eligibility Requirements:
  Applicants must meet minimum age requirements (18 for private vehicles, 21 for commercial vehicles), pass a medical fitness test (including vision and reaction assessments), and complete certified driver education.

• Driver Conduct:
  Drivers are legally responsible for maintaining full control of their vehicle at all times. This includes staying alert, avoiding fatigue, and adjusting driving behavior based on weather, traffic, and road conditions.

• Substance Restrictions:
  Driving under the influence of alcohol, narcotics, or impairing medication is strictly forbidden. Random roadside testing may be conducted. Even low levels of impairment can result in penalties due to Novark’s zero-tolerance policy.

• Documentation:
  Drivers must carry their license, vehicle registration, and insurance documents at all times and present them upon request by authorities.
